Road Development Strategy Based on Potential Agricultural Sector (Study Case : Kendari City, South East Sulawesi Province, Indonesia)

Transportation has a very important role in the development of an area, which increases accessibility between the regions, so the interaction would benefit socially and economically. A good road network increases the mobility of population to do social and economic activities. Development of infrastructure has therefore proved that mutual benefits will be gained to support not only economic of regions but also the development of urban areas. The abundance of natural resources is seen as one of the potential elements for regional development, which incorporate sub-sector agriculture and livestock as a consideration to improve road accessibility between regions. Indeed, more multiple effects can be equal among regions, particularly Kendari city as a center of South East Sulawesi. The study aims to formulate a strategy that would appropriate to be used as a consideration of regional development through road development in Kendari. This research is using descriptive quantitative and qualitative models by applying Location Quotient (LQ) and SWOT analysis. Determinating of coefficient LQ, identifying of road condition, and distributing questionnaires to stakeholders are the way to collect and analysis data. The result shows that Kendari has 19 types of potential sub-sector economically to be developed in agriculture sector (food crops and plantation crops) and in farming sector (livestock and poultry) as the coefficient of LQ is more than 1.Fortunately, from the total length of road (389.6 km), the majority of the existing road in Kendari shows good condition (185.1 km), while moderate and bad condition is slightly different at 91.64 km and 92.72 km respectively, the rest is only 20.09 km in bad condition. SWOT analysis indicates indeed in Quadrant I between strengths and opportunities (SO), which mean increasing of agriculture and farming productivity, availability of road infrastructure and market of agricultural production, optimization of transportation infrastructure, establishing policies for flexibility investment in agriculture and farming, as well as integrating between transport policy and spatial planning.
